Toy Safety Testing — ASTM F963 & EN 71
Define intended age, toy function, accessible components, coatings, electronics and sales markets. ASTM F963 addresses toy safety in the US regulatory context; CPSIA also introduces applicable lead, phthalate, testing and certification obligations. Verify the legally applicable version and CPSC-accepted laboratory scope.
EN 71 is a series: mechanical/physical properties, flammability and migration of certain elements are different scopes. EN 71-3 migration is not equivalent to total elemental content; select the applicable parts and conformity route rather than claiming a single universal test.
Request an age-appropriate plan for small parts, sharp points/edges, foreseeable use/abuse and relevant chemical tests. Supply retail-ready samples, bill of materials and labels; a home screening kit or one passed component test does not establish finished-product compliance.
